On Battlestar Galactica Admiral Adama had said something like “I hate to admit it, but the prosecution didn’t prove their case” afterward to Lee. So he acknowledges the difference between “not guilty” and “innocent”. I think from what the show revealed though Baltar was innocent, they just couldn’t prove it. The only other witness that could confirm it was Gaeta. He lied about that under oath however because he hated Baltar for the occupation. Ironically Gaeta’s almost put to death himself by a kangaroo court before he shows that he’d actually aided the resistance as a mole.
Ardra being possibly an imposter is actually what Picard argues, with of course this being revealed to be correct.
It really does seem wrong that they use the mind-wiped guys as forced labor in Babylon 5. Like you said, it’s basically a new person who didn’t do anything. So they’re just slaves I think.
