A big part of the deal with Wulfram and Hart was that it operated on a cosmic scale, it was so powerful that no amount of damage Angel did to their organization was important enough to jeopardize their goal of corrupting Angel so that he could play the bad guy role in their prophecy. It’s not even that they didn’t care if he killed their lawyers- They wanted him to kill their lawyers because it might corrupt him a bit more.
