At the villain’s feet, Exposition Man is bound and has been gagged several different ways, including a padlock. Exposition Man’s sidekick faces the villain.
Villain: Aha! Now that I’ve gagged Exposition Man, no one can delay my evil plans using extremely long and boring interludes.
Sidekick: I can!
Villain: You? You’re not a hero!
Sidekick: I will be. Goddess of the Moon, bestow your blessing of love and peace. TRANSFORM!
The sidekick undergoes a long and laborious magical girl transformation. Desperate, the villain has removed Exposition Man’s gags.
Villain: Please make her stop!
Exposition Man: Okay, but I have to wait until she’s done.

Now Exposition Man needs to give us the backstories of all the stages of the transformation

Then the villain puts the gag back on and accepts whatever magical punishment is coming his way

I could imagine the villain as a demon. Exposition Man would be her mentor that’s already retired. If he does the info dump thing, she should totally be like, “slow down. You’re dumping too much on me.”
Hurry up villain, start gloating about how unstoppable you are! You can advance towards the exit while you explain your backstory and why your evil plan will succeed.
That poor villain will never be able to get his schemes done XD
Remember, if you have a 3 minute transformation sequence, that’s only 19 minutes of animation/writing/voicework you need to do per episode. In 7-8 episodes, you’re an episode ahead.
And that’s assuming you only have one transformation sequence per episode. Particularly shameless series (looking at you, Paw Patrol) can fill up enormous chunks of screentime with transformation sequences and obligatory catchphrases.
On the plus side, there’s plenty to fast forward through.

Being a pedant here, but it’s more like multiple half-minute ones. I timer Sailor Moon’s: ~31 seconds. Add in bits from her friends and you get a decent bit of padding, yes.

But they sort of stopped bothering with the “transformation” sequence after a while, didn’t they?
